The U.S. Government debated whether to launch a cyber attack on Libya's air-defence system days before air strikes hit Gadaffi forces, it was reported.

Administration officials and certain military officers rejected the plan to hack into Libya's government computer system for fear that other countries like Russia or China would follow suit.

It was also uncertain whether Barack Obama could authorise such an attack without informing Congress.
